Yahoo [TSS09]: all messages permanently deferred

421 4.7.0 [TSS09]All messages from the IP permanently deferredTemporary: the sender retriesFrom Yahoo Mail and AOL

Typical wording
421 4.7.0 [TSS09] All messages from 203.0.113.80 will be permanently deferred; Retrying will NOT succeed.

What it means

TSS09 is an odd combination. Yahoo’s published SMTP error reference covers its TS bracket codes only as a family of temporary deferrals and does not list TSS09 itself. The reply code is a temporary 421, yet the text senders report, which typically reads like the example, says delivery from your IP will keep failing and retries will not succeed. In practice your queue will retry until the message expires and the sender receives a delay bounce days later.

Senders describe it as an escalation. Yahoo usually reaches TSS09 after an IP showed sustained bad behaviour, often following a period of TSS04 deferrals that were ignored. The block is tied to the IP address, so the same domain sending from a different, clean IP may still reach Yahoo, though moving IPs without fixing the cause is not a solution.

Likely causes

  • Ongoing spam complaints from Yahoo users that were not addressed after earlier deferrals.
  • A compromised account or script on the server sending spam in volume.
  • Hits on Yahoo’s spam traps, typical of purchased or scraped lists.
  • Sending patterns that look like snowshoeing, spreading volume thinly across many IPs.

How to fix it

  1. Stop retrying aggressively: flush or hold Yahoo-bound messages so they do not keep the IP in Yahoo’s logs.
  2. Find and eliminate whatever sent bad mail. Check outbound logs, queue contents, and authentication logs for abused accounts.
  3. Clean the lists that were sent to Yahoo and AOL, removing unengaged and unconfirmed addresses.
  4. Once the source is fixed, submit a Sender Support Request on Yahoo Sender Hub (senders.yahooinc.com) with the IP, the exact error and diagnostic codes from your logs, and what changed.

Checks that apply

  • Blacklist Check Reveals listings that usually accompany the abuse behind a TSS09 block.
  • Reverse DNS (PTR) Confirms the IP has proper reverse DNS, one of the basics Yahoo checks before trusting it again.
  • Domain Health Grades the sending domain end to end so the review request reflects a clean setup.

The classification runs without network lookups and we never store your paste.

FAQ

Why does the code say 421 if it is permanent?
Yahoo keeps the temporary SMTP code but uses the text to say retries are pointless. Treat it as a block.
Can I just switch to a new IP?
Moving without fixing the cause typically gets the new IP deferred too, and can look like deliberate evasion.
